If I become a partner, there are usually requirements for traders to open and close orders with a difference and a time frame to receive commissions. So, what are the requirements at Insta and XM brokers to receive commissions? Thank you.

Yes, that is correct. In order for a partner account to receive a commission from client trading results, brokers usually set additional rules such as a certain number of pips between the opening and closing prices. In other words, only the lots from client trading positions that are closed above the minimum distance specified will be counted towards the commission.
As for other terms and conditions applied by brokers InstaForex and XM, you can directly ask their respective customer service.

No. Usually the regulation applies to all types of accounts. However, sometimes there are also some brokers who set different rules between standard accounts and other types of accounts.
