Why is it difficult and long?

I am a beginner, have already made a withdrawal, and it has been almost a week in process. When making a withdrawal through a local bank, why are there so many requested requirements? Starting from fee payments, buying a membership card, paying via PayPal, and finally being asked to buy via CC. When I bought it, it was said to be double, as if delaying the withdrawal process. Is this normal or what? Please enlighten me.
