The size of deposit and withdrawal fees is determined by the broker themselves. There are brokers who apply deposit and withdrawal fees, and some even have 0 / none at all. Example:

Please pay attention to the fee regulations at the broker you will be using. Then choose which service you will use.
Generally, brokers who waive deposit fees will charge fees on withdrawals, in accordance with e-currency regulations. If so, then in general FasaPay and Perfect Money are the most competitive, as the fees are only around 0.5%. WebMoney is still 0.8%, while Skrill and Neteller, to our knowledge, are still above 1%. However, among these e-currency options, Skrill and Neteller can be said to be the most credible.
