If you use the e-Wallet / e-Payment method to make a deposit, then the withdrawal process must also use the same method. However, if you are unable to make a withdrawal via e-Payment (even though you deposited using that method), you should try asking the broker's customer service directly.

Yes, this generally applies to all brokers. In other words, if you choose to use e-Payment (for example Skrill) for deposit purposes, then you must also use the same e-Payment service for withdrawals (in this case, withdrawals must also go through Skrill).
