So there might have been a check error (typo) when you looked at the Oil price reference, because this commodity never touched the 25 level (price broker Exness) or 18 (price of another broker) in trading on that day.
Normally, the price difference between a broker and the market price is only a few pips. So to check the broker's pricing, it is best to compare it with the real price in the market, not with another broker.
If there is a very drastic price difference with the market price, you can ask the broker's CS. Sometimes there are problems on the server that cause the pricing system to have problems.
