Generally, a zero spread account does not always have a spread of 0. Sometimes a zero spread account still applies a spread, only the spread size for a zero spread account is relatively smaller compared to other account types. And this applies to almost all forex brokers that provide zero spread accounts.

Regarding the trading account conditions of the zero spread offered by broker HotForex, I apologize in advance that I do not know directly. Because I personally have never tried trading with that broker. Please try contacting and reporting it directly to the customer service of the broker in question to confirm its truth. Also include attachments of real-time spread screenshots that are on your trading platform to strengthen your report.
