Regarding whether the broker is a market maker or not, we will not know for sure unless we work for the broker, so we know how the broker works. In fact, trading with a market maker broker can still be safe as long as the broker is regulated and experienced, because a good broker (even a market maker) will definitely want to have a good reputation and retain its clients, unlike a market maker broker that was intended to scam from the beginning.
