An IB is an individual or company that works to attract clients or customers for a broker, even though they are not employees of the brokerage firm. IBs serve to assist/guide investors/customers/traders.
It can function as an agent/intermediary with its own brand name. For their services, IBs can earn commissions from the spread or closing commission of transactions made by customers.
Registering directly via FXCM.com or through the IB is not a problem. For the FXCM broker itself, the broker is a large and legal broker with many clients/customers.
