Can EA run on 2 of the same account types, both cent accounts, but with different owners/different IDs within the same MT4 application? For example, can it still run on 2 FBS cent accounts?

It depends on the type of EA, sir. If the EA used is a paid EA that can only be connected to one account, then of course it cannot be used in other accounts.
