As the name suggests, the Welcome Bonus is only given once to traders or newly registered clients. Therefore, if you have already used the welcome bonus funds and failed to make a profit, you will not be able to apply for or receive the same bonus funds a second time.
However, you can get welcome bonus funds again if you create a new account with a broker that offers the bonus. Provided you create a new account with different identity (whether personal identity, email address, phone number, or other identity data) than the account you previously created. You will not be able to register the same identity to create a new account or to get the welcome bonus.
